　为了迅速速贯彻落实好市委宋书记、市市政府龚市长的重要指示精神神，市政府决定今天召开安全全生产形势分析调度会，目的的就是通报全市安全生产情况况，调度各地安全稳定工作的的各项措施是否落实，对春节节前后一个时期的生产安全、、交通安全、消防安全、食品品安全和春运安全作一次部署署与安排，动员各地各级各部部门采取果断措施，认真开展展一次安全生产领域的综合整整治行动，确保安全生产的平平稳态势，确保春节期间的安安全与稳定。

　刚才，各位分分管县市区长交流了各地春节节期间安全生产稳定的部署及及开展情况，市安监局、交警警支队、消防支队、食品药品品监管局和交通局分别通报了了生产安全、交通安全、消防防安全、食品安全和春运安全全方面的情况，并就确保春节节期间的安全稳定工作分别提提出了意见与要求,请大家回回去以后，结合各地的实际情情况，迅速行动，落实责任，，完善措施，严防死守，把安安全稳定工作抓紧、抓实、抓抓好。下面，我就安全生产工工作再强调几点意见：

　我市属高危行业聚集集区，不少领域仍然存在安全全隐患，安全监管工作仍然存存有薄弱环节，安全生产形势势仍然十分严峻。主要表现在在：一是煤矿、烟花爆竹非法法生产现象仍然存在，个别地地方还存在蔓延的趋势，烟花花爆竹发下手工现象屡禁不止止，违规使用氯酸钾的情况时时有发生。二是安全生产意识识不强。有些地方特别是少数数企业还存在只注重生产、不不重视安全的现象。三是安全全投入不足，不仅是企业投入入不足，有些地方政府安全监监管资金也不足。四是乡镇安安全监管仍然是薄弱环节，人人员和资金仍不能足额到位。。五是工业园区安全事故呈上上升趋势。六是多数地方安全全生产监督执法人员素质有待待提高，监管手段和方式有待待改善。七是道路交通安全防防控能力较弱，交通事故频频频出现。为什么今年头一个月月就出现事故反弹的趋势？我我认为，主要是因为我们存在在三种不良的思想倾向：一是是有自满的思想。近年来，安安全生产工作取得了显著进步步，不管是人员伤亡数量、还还是事故起数，都呈下降趋势势。有的同志骄傲自满的思想想在滋长，抓安全的力度在减减弱，作风没有以前实，检查查没有以前细，监管没有以前前严。二是有厌战的情绪。安安全生产天天讲、天天抓，会会议多、文件多，有些同志产产生了厌烦情绪，对工作应付付了事，不抓落实。三是有侥侥幸的心理。总认为自己抓得得很紧了，工作都到位了，不不会出什么问题，既便出问题题，也不一定会出在我的辖区区内。如果这些倾向得不到纠纠正，就会酿成后患，今年元元月份发生多起事故就是有力力的印证。
