基层党建督查员制度

　近日，制定出台了《基层党建工作督查员制度》，加大对基层党建工作督促、指导和检查力度，保证基层党建工作的各项目标任务落到实处。

　　一是明确督查员条件，严格聘请程序。要求基层党建工作督查员必须熟悉党在新时期的路线方针政策和党建理论，了解和掌握基层党建工作情况，有较强的议事能力、研究能力、指导能力和口头表达能力，敬业勤奋，作风扎实，廉洁自律，联系群众，有责任心，从事党务工作5年以上。基层党建工作督查员实行兼任制，除市委组织部的全体干部外，市直部门单位党委（工委）、党组根据要求推荐人选，填写推荐表，市委组织部进行专项考察，聘请熟悉党务工作的副县级以上领导干部6－8名、科级党务工作者10－12名，经市委组织部部务会议讨论通过后下发聘书。

　　二是明确督查员职责，严格督查方法。要求基层党建工作督查员认真学习宣传党的路线方针政策、党的最新理论成果和基层党建工作条例法规，了解掌握中央和省、市委关于基层党建工作有关文件的精神和要求，按照统一安排，对基层党建工作进行督导检查，总结经验，分析问题，提出指导性意见，参与市委关于基层党建工作的重要决策部署，提出意见建议，对基层党建工作进行课题研究，撰写基层党建工作论文。督查员开展工作采取集中统一督查和不定期参与工作相结合的办法进行。凡集中统一的督查活动，按照市委或市委组织部的统一部署开展工作，并按要求完成督查任务。
