　农村党员发展与管理问题调研报告3、优化干部队伍，提供组织保证。一是在配备基层党务工作者时，哈密市坚持德才兼备的原则，注重选拔政治素质高、思想品德好、原则性强、熟悉党的基本知识、热爱党务工作的同志。在调整党支部班子时，将选准配强党支部书记作为首要工作来抓，为组织发展工作提供了人才保证。二是针对党务工作者流动性大、部分新调整的党务工作者不熟悉业务的状况，我市除日常指导、发放书籍资料外，还不定期地举办培训班或以会代训，联系实际工作进行理论指导和党务知识学习，不断强化基层组织干事的素质，提高“纳新”工作的质量。，举办培训班3期，以轮训的方式对乡（镇）、村的137名党务工作者进行培训。今年6月，分批次组织全市91个村的党支部书记赴广东学习考察，这些学员将为农村基层组织的发展壮大提供组织保证。

　（二）聚民心谋发展，加快推进农村党员发展和管理工作。

　1、明确目标，搞好农村党员发展规划。一是注重发现和培养入党积极分子，确定农村发展党员工作重点应放在政治素质好、文化程度高的优秀农村青年，乡（镇）企业中的骨干分子和农村劳动致富带头人，村委会干部、村民小组长和其他村后备干部以及农村青年妇女。通过“三培双带”等方式，着力解决选定发展对象困难的现状。二是实行发展党员“双推”制度，推荐优秀青年入党。哈密市打破传统确定入党积极分子的方式，广开“大门”，拓宽视野，在全市农村党员发展中实行“双推制”。即由群众和党员共同推荐优秀青年入党。制订了入党积极分子推荐票、发展对象推荐票。通过“双推”产生的农村优秀青年普遍有了一种荣誉感、自豪感和责任感，对党认识有了新的提高。在此基础上，党支部不失时机加以引导和培养，促使其尽快成熟。

　仅上半年，哈密市通过狠抓“思想发动、民主推荐、组织考察、集体研究”等几个关键环节的工作，“双推”产生的优秀青年就达170余名。

　2、多措并举，增强党组织的感召力。近年来，哈密市通过深入开展学习实践科学发展观、创先争优活动等党建主题活动，开展了农村无职党员设岗定责、关爱党员送温暖、抓作风促发展、走访党员月等活动，组织了义

　务送医下乡、义务修路、外出考察学习、入党积极分子培训、学习党章知识竞赛、党员干部书画大赛等等活动。通过开展形式多样的组织活动，激发了广大积极分子、优秀青年的加入组织的政治热情。另外，哈密市还开设了党建专栏，并把它作为推动党组织建设和发展的前沿阵地，切实依靠这一宣传阵地，大力宣传优秀共产党员的先进事迹，树立典型。创先争优活动开展以来，各级党组织通过召开先进事迹报告会、组织新老党员重温入党誓词、参观纪念馆或举办党建知识竞赛等丰富多彩的活动，增强了党组织的感召力和吸引力。

　（三）创新工作机制，有效推动农村党员发展和管理工作。

　1、实行发展党员预算制。依据党内统计系统反馈情况，在年初对农村发展党员工作进行一次排查摸底，建立农村发展党员工作台帐，详细列出2年内、3年及以上未发展党员村的名单，制定年度发展党员计划，对发展党员缓慢或长期未发展党员的村发展党员数量提前作出预算，指导乡镇（街道）党（工）委着重抓好发展党员缓慢或长期未发展党员的村入党积极分子选拔培养，从根本上解决少数村发展党员缓慢或长期未发展党员的问题。

　2、实行发展党员预审制。根据年初制定的年度发展党员计划，对乡镇（街道）党（工）委上报农村发展对象的数量、性别、年龄、文化等应达到的比例，特别是3年以上未发展党员村的指标落实情况进行逐村逐人审核，对已落实指标且发展对象均符合要求的，核准领取《入党志愿书》，对未落实或发展对象达不到要求的，责令党（工）委重新确定上报发展对象。

　3、实行发展党员预警制。将发展党员的情况与“三级联创”考核相结合，从本质上起到一个预警作用。根据年初制定的详细清单，对发展党员缓慢的村党支部，以整改通知书形式对有关乡镇（街道）党（工）委予以警示，责令其督促限期查找问题，分析原因，制定具体发展党员计划，抓好入党积极分子选拔培养，为确定合适的发展对象提供保证；对长期未发展党员的村党支部，以通报形式印发有关乡镇（街道）党（工）委，由乡镇（街道）党（工）委对村支部书记予以诫勉谈话。今年以来，我市通过“三预”机制在16个发展党员缓慢或长期未发展党员的村中共培养了27名入党积极分子，发展了17名预备党员，并已全部审核通过，解决了9个村发展党员缓慢或长期未发展党员的问题。

　（四）围绕经济建设，发挥党组织的战斗堡垒和党员的模范带头作用

　1、突出工作中心，聚精会神地领导经济建设。哈密市凝聚党员干部的主要精力，在思想观念、工作部署安排、工作方法改进等方面都突出经济建设这个中心，紧紧抓住经济工作不放松。基层党组织的每个成员都把思想统一到抓经济上，把精力集中到干实事上，把功夫下到抓落实上，尽可能地关心和参与经济工作，从而形成领导经济工作的整体合力。

　2、按照市场经济的要求，大力抓好农村基层支部班子建设。一是选好带头人，实现能人治村。对内做到深挖广积，通过深化培养，拓宽选任渠道，打破地域、身份、职业界限，重点在务工经商返乡人员、产业致富带头人、农村经纪人等农村致富能人中大力培养选拔村党支部书记、村委会主任，真正把政治素质好、群众威信高、致富带富能力强的农村经济能人选拔到村主要干部岗位上来。对外打通“绿色”通道，通过找准依靠政策吸引与倾情回报家乡的结合点，把走出去的能人请回来，用他们广阔的视野、成功的理念、雄厚的资本、先进的技术及各项生产要素，来推进家乡经济发展，并把他们培养成为善经营、会管理、具有崇高党性和奉献精神的领头人。二是建设支部班子，形成领导核心。坚持实施“一村一名大学生”计划与培养选拔有作为的村干部相结合，在优化村支部班子结构中推进工作开展。同时注意依法理顺与村委会的关系，统一步调，形成工作合力。

　3、提高农村党员干部经济素质，提升经济工作的整体水平。一是加强培训学习。大兴学习之风，提高了党员干部发展现代生产力的理论素质、科学知识水平、战略思维能力和驾驭市场经济的能力。二是创新培训方式。通过开办农技培训班等形式，多渠道、多层次、多形式地加强农村党员技能培训，把党员干部培训成有技能、会运用、有产业、促增收的农村经济能人。三是扩大经济工作的参与程度。在参与经济工作的实践中，了解、熟悉经济工作，总结群众的创造，汲取群众的智慧，增强对实践的规律性认识，指导和推进生产力的发展。

　4、健全社会服务体系，为农村经济发展提供更多的公共服务。一是创新农民增收模式。引领群众创建各类经济联合体，不断完善“支部+协会+农户”、“支部+产业+基地+农户”等模式，为群众提供产前、产中、产后服务，让农民从农业产业化经营中得到更多实惠。二是发展壮大村集体经济。找准当地优势，采取部门帮扶、村企联建、干部示范、科技服务等创建模式，做大做强特色产业，引导农民群众积极开拓市场。三是建立和完善现有信息网络，充分发挥市、乡（镇）、村信息服务组织的功能和作用，使农户在农业生产中真正得到准确而有效的信息，增加农业生产和结构调整的主动性和预见性。

　三、存在的问题

　一是党员结构不合理。党员队伍平均年龄偏大，文化结构普遍偏低，农村青年党员数量偏少，文化程度较高的党员外流较多，大多农村年轻人对党的认识不深，入党积极性不高，加上不少基层党组织对发展党员的工作办法不到位，导致农村党员年龄普遍老化、党员文化程度偏低的现象。

　二是选定发展对象比较困难。当前，农村大部分优秀青年外出务工，留在家中的青年很少，加之留在农村的青年各方面素质相对偏低，培养符合条件的党员难度较大。外出务工青年素质普遍较高，但若作为发展对象，对其考察的工作比较困难。

　四是开展教育的内容和管理方式不够活。开展教育活动无论其内容和方式上没有适时地变化，有些农村党组织跟不上时代发展要求，把教育活动等同于读书、念报、学文件，形势单一，内容枯燥，教育管理没有生机，缺乏吸引力，严重影响了学习效果。

　四、对策建议

　（一）创新管理机制，推动农村党员教育管理工作上水平。

　根据农村经济和社会的发展趋势，农村党员教育管理工作很有必要按照“实际、实用、实效”原则，创新机制，完善制度，走规范化、制度化的管理道路。一要联系农村党员干部队伍实际，在教育管理方式上不断推陈出新，突出抓好村党支部书记的教育培训。二要扎实抓农村党员冬（春）训。有计划地组织农业、畜牧等部门的专业技术人员经常性的下村进行党员实用技术培训。在培训方式上，采取分级负责、分级培训、因需施教的方法；在培训内容上，突出以宗旨信念、市场经济知识、农业科技知识、政策法规等为重点，注重培训实效。三要加强对农村现代远程教育站点的建设，认真抓好农村党员电化教育工作。四要以开展创先争优活动为载体，充分发挥党员干部的先锋模范作用。通过开展这一活动，树立一批农业结构调整的先进和典型，促进党员先进性的发挥，增强党员干部队伍活力。

　（二）加强制度建设，完善农村党员教育管理的考评机制。

　一要进一步完善农村党员定期学习、“三会一课”、“评先评优”等各项制度。二要要畅通“出口”，坚持和完善民主评议党员制度，严肃处置不合格党员，把农村那些意志衰退，不履行党员义务，长期不参加党组织生活，不交纳党费，不做党组织所分配的工作，不能起模范带头作用的党员清除出去，不断纯洁党的队伍，增强党组织的凝聚力和吸引力。三要着力解决少数村党支部长期不发展党员的问题。加强指导、督查。乡镇党委书记作为直接责任人要亲自抓，研究制定培养发展党员的具体措施。对问题较多，无力抓发展党员工作的村党支部，要先进行整顿，重点选配好村党支部书记。四要积极发挥包村单位和驻村干部作用，指导、协助、督促村党支部做好发展党员工作。

　（三）创新方式方法和组织形式，切实抓好党员的教育培训。

　一要稳定农村党务工作者队伍。以有利于党务工作开展为出发点，合理进行人事安排，特别是要注重农村党务工作连续性。二要加大力度搞好基层党务工作者的教育培训。在培训方式上可以充分发挥远程教育站点的教育培训功能，以远程教育和电化教育为主，结合专家讲座、短期培训班、以会代训、参观考察等形式开展经常性的培训。三要强化基层党务工作者的工作责任，加强考核，促进农村基层党务工作者工作水平的提高。

　（四）积极探索，构建城乡一体化党员教育管理模式。

　一要逐步打破城乡党建的二元结构，实行户口所在地和工作驻地党组织双重管理。二要建立一体化发展教育管理格局，加强党组织间的沟通和联系，确保流动党员管理无空白。三要加强农民工中的党建工作，在农民工中建立党组织，多渠道开展政治思想教育，多方面关心农民工生产生活，增强党在农民工中的吸引力和影响力。四要积极探索新形势下党员干部教育培训模式，加大农村党员干部培训基地建设力度，努力将农村党员干部培训基地建成专业化的培训机构。还可充分整合城乡师资力量，打造一流的教师队伍，努力把当地的种养能手、能人大户、各业带头人纳入培训的师资队伍，用身边人、身边事现身说法，增强培训质效。五要利用远程教育网络，学习先进党组织的各项管理模式，增强农村党组织创新意识激发党员加强学习，提高素质，探索新方法，实观新突破。
