 今年以来,市经信委紧紧围绕省、市两级关于新旧动能转换重大工程的部署要求,狠抓各项重点工作落实,全市工业经济总体保持了平稳增长的良好态势,各项重点工作实现了新的突破。现将有关情况 HYPERLINK "/Article/" \t "/Article/ldjhjjgz/_blank" 汇报如下:

 一、工业经济运行特点

 (一)工业生产稳中有升。初步统计,1-9月份,全市规模以上工业企业完成增加值同比增长x%,增幅始终保持在x%以上,高于全省x个百分点,列全省第6位。全市规模以上工业企业实现主营业务收入x亿元、利润x亿元,同比分别增长x%和x%。全市规模以上工业企业利润率x%,今年以来始终位居全省前列。

 (二)工业用电持续增长。1-9月份,全市累计工业用电量x亿千瓦时,同比增长x%,高于全省平均水平x个百分点。全市工业企业办理电力增容业务x户,比上年同期增加x户;增容量x万千伏安,同比增长x%;净增容量x万千伏安,同比增长x%。

 (三)重点项目进展较快。1-9月份,全市工业技改投资增长x%,位居全省第2位。总投资x亿元的x项市级重点工业投资项目全部开工建设,当年完成投资x亿元,占当年 HYPERLINK "/Article/" \t "/Article/ldjhjjgz/_blank" 计划投资的x%。其中,临港区(x%)、乳山市(x%)完成投资进度超过当年 HYPERLINK "/Article/" \t "/Article/ldjhjjgz/_blank" 计划投资的x%。

 (四)重点产业发展较快。1-8月份,工业领域重点培育的六个千亿级产业集群实现主营业务收入x亿元,同比增长x%;实现利润x亿元,同比增长x%。从新兴产业看,新医药与医疗器械(x%)、碳纤维等复合 HYPERLINK "/Article/" \t "/Article/ldjhjjgz/_blank" 材料(x%)等产业集群主营业务收入增幅超过x%。从重点企业看,威高集团实现主营业务收入x亿元,预计全年实现收入x亿元;迪尚集团实现主营业务收入x亿元,同比增长x%。

 (五)创新能力持续增强。新认定市级企业技术中心33家、市级工业设计中心18家,总数分别达到144家和47家。4家企业入围2018年泰山产业领军人才评选实地考察名单(全省共30家),未来机器人的“海洋探矿采矿水下机器人”、金猴集团的“新型作战靴”等2件作品获第二届“省长杯”工业设计大赛金奖(共设金奖10个),入围数量均列全省第一。

 二、存在的困难和问题

 一是增支减利因素依然较多。1-9月份,规模以上工业三项费用(销售费用、管理费用、财务费用)同比增长x%,高于上年同期x个百分点,高于规模以上工业主营业务收入增幅x个百分点。融资难、融资贵的问题仍然存在,全市规模以上工业企业利息支出x亿元,同比增长x%,高出上年同期(x%)x个百分点。亏损企业数达到x家,比上年同期增加24家;亏损额x亿元,同比增长x%。

 二是区市间工业经济运行效益差别较大。从1-9月份各区市完成情况看,规上工业企业利润增幅和利润率两项指标区市之间差别都较大。如利润增幅,乳山市(x%)、荣成市(x%)、环翠区(x%)、临港区(x%)、高区(x%)5个区市利润实现两位数增长,而经区(-x%)同比降幅较大。再如利润率,最高(高区x%)与最低(经区x%)的区市相差7.42个百分点。

 三是制造业信贷投入不足。截至9月底,全市银行业贷款余额x亿元,比年初增长x%。但从贷款投向看,新增贷款主要投向房地产及基础设施领域。制造业贷款余额(x亿元)出现负增长(-x%),占工业贷款余额总量的79%,占比较上年同期下降3.38个百分点,金融资源对制造业倾斜不够,导致制造业领域投资后劲不足。

 三、下步工作打算

 目前,距离年终还有两个月的时间,各项工作均已进入最后冲刺阶段。下步,市经信委将继续加大经济运行组织协调力度,统筹抓好产业集群发展、重点项目建设、重大专项争取、扶持政策落地、生产要素保障、营商环境改善等各项重点工作任务,确保全面完成年初制定的各项任务目标。同时,围绕市委、市政府关于新旧动能转换重大工程、制造业强市建设的战略部署,着手谋划下一阶段及明年工作,重点抓好以下几个方面:

 (一)努力构建现代产业新体系。一是加快产业集群培育。按照市委、市政府工作部署,牵头抓好新一代信息技术、新医药与医疗器械、先进装备与智能制造、时尚与运动休闲产品等四个千亿级产业集群三年行动计划的推进落实,不断完善“五个一”协调推进体系,加快重点园区、重点平台、重点项目建设,推动产业集群持续快速发展。二是大力培育新产业新业态。围绕布局发展集成电路产业,抓紧制定《关于加快培育发展集成电路产业的若干意见》,继续做好规划编制、园区建设等工作,不断深化与国内外企业、机构的交流沟通,努力推动一批项目落地。围绕推动时尚创意产业发展,加快编制《时尚创意城市规划》,统筹做好平台建设、人才引进、赛事筹备等各项工作,努力提升时尚创意城市建设水平。三是积极开展精准招商。做好对浪潮集团医疗健康大数据中心等5个已签约项目和韩国研二通信公司半导体项目等7个在谈项目的跟踪服务,瞄准产业链相对薄弱和重点突破环节,积极开展“双招双引”,努力实现工业经济增量扩张。

 (二)加快推动创新能力提升。一是推动国家(威海)区域创新中心建设。按照“1+3+N”的国家(威海)区域创新中心发展格局,加强对上沟通对接,支持威高集团邀请更多的医疗器械行业国家级创新平台单位加入创新联盟,推动创新中心综合实力提升,积极争创国家制造业(高性能医疗器械)创新中心。继续推进工信部威海电子信息技术综合研究中心等公共创新服务平台建设应用,全年为500家以上企业提供诊断咨询等服务。二是加快企业创新平台建设。开展企业研发平台提质升级行动,加强对企业创新平台建设、认定的工作 HYPERLINK "/" \t "/Article/ldjhjjgz/_blank" 指导,推动企业创新平台数量、质量同步提升。全年新认定市级以上企业技术中心、工业设计中心各15家。三是集中攻克关键共性技术。大力推动创新项目建设,围绕《威海市产业关键共性技术发展指南》,组织开展产学研联合攻关,全年实施省级技术创新项目200项以上,重点攻克关键共性技术20项以上,力争在高值医用耗材研发等关键技术领域实现新突破。

 (三)切实提高工业有效投入。一是开展高水平技术改造。尽快出台《威海市实施新一轮高水平技术改造三年行动计划》,争取利用三年左右时间,对全市重点行业骨干企业开展新一轮高水平技术改造,不断提升企业智能化、数字化、绿色化水平。二是推进重点项目建设。尽快启动2019年市级工业重点项目筛选工作,储备一批资金投入大、技术含量高、发展前景好的大项目、好项目,超前做好项目推进服务工作,推动重点项目早开工、快建设、早达产,切实增强工业发展后劲。三是深入开展银企对接。通过制定导向目录、组织银企对接等形式,积极引导金融机构围绕产业发展和企业需求提供全链条、全方位的金融服务,扩大工业投资有效供给。

 (四)不断提升“两化”融合水平。一是推动工业互联网发展。9月21日,我市与工信部威海电子信息技术综合研究中心、中国信息通信研究院、山东省通信管理局签署了战略合作协议,共同组建工业互联网山东(威海)创新中心。下步,市经信委将加强跟踪服务,协调推进合作事项尽快落地,推进工业互联网标识解析节点和行业平台建设。二是大力发展智能制造。发挥现有12家智能工厂和数字化车间的示范带动作用,组织第三批威海市智能工厂和数字化车间认定,实施“机器换人”工程,分行业开展智能制造专项行动,推动智能制造水平整体提升。同时,大力培育本土智能制造工程服务机构,推进智能制造产业服务平台等服务平台建设,为企业智能化改造提供专业化服务。三是加快推动“企业上云”。深入实施“企业上云”专项行动,鼓励中小企业业务系统向云端迁移,提升企业数字化、网络化基础能力,力争全年“上云”企业数量达到600家以上。

 (五)努力营造良好营商环境。一是积极争取上级政策扶持。密切跟踪国家、省政策导向,及时研究政策变化趋势,积极争取上级扶持。结合机构改革有关要求和南方地区先进经验,对现有扶持政策进行研究调整,集中财政资金和政策资源扶持一批重点园区、优势产业、骨干企业和关键项目,推动制造业新旧动能转换。二是深入开展联系服务企业行动。探索创新服务企业方式,开展访企问难专项行动,研究提出助推企业发展的制度性“干货”措施,切实帮助企业排忧解困。三是加强企业家队伍建设。坚持“请进来”和“走出去”相结合,全年组织1-2批企业家尤其是青年企业家进校园、出国门、入名企考察学习,不断提升企业家管理决策水平。研究制定关于我市企业家人才享受相关待遇的扶持政策,在全社会形成重视企业家、尊重企业家、爱护企业家的浓厚氛围。
