　　为了迅速贯彻落实好市委宋书记、市政府龚市长的重要指示精神，市政府决定今天召开安全生产形势分析调度会，目的就是通报全市安全生产情况，调度各地安全稳定工作的各项措施是否落实，对春节前后一个时期的生产安全、交通安全、消防安全、食品安全和春运安全作一次部署与安排，动员各地各级各部门采取果断措施，认真开展一次安全生产领域的综合整治行动，确保安全生产的平稳态势，确保春节期间的安全与稳定。

　　刚才，各位分管县市区长交流了各地春节期间安全生产稳定的部署及开展情况，市安监局、交警支队、消防支队、食品药品监管局和交通局分别通报了生产安全、交通安全、消防安全、食品安全和春运安全方面的情况，并就确保春节期间的安全稳定工作分别提出了意见与要求,请大家回去以后，结合各地的实际情况，迅速行动，落实责任，完善措施，严防死守，把安全稳定工作抓紧、抓实、抓好。下面，我就安全生产工作再强调几点意见：

　　一、牢固树立安全生产常抓不懈的思想，始终绷紧安全生产这根弦

　　去年，全市上下按照年初的工作部署，采取有效措施，全面加强安全监管，生产安全、消防安全、交通安全、食品药品安全始终保持了平稳态势，应该说我们尽了最大的努力，做了大量的工作，才取得了对上交好一个帐，对下负好一个责的良好成绩。值得肯定和表扬的是高安、宜丰、上高、樟树、奉新、靖安和铜鼓等7个县市实现了工矿企业零死亡的目标。能够保持全市安全生产态势总体平稳，说明我们在过去的时间里做了大量的工作，付出了辛勤的劳动。但是，成绩只能说明过去，安全生产永远只有起点没有终点。安全生产责任重大，安全生产这根弦始终不能松，我们要做到警钟长鸣。

　　我市属高危行业聚集区，不少领域仍然存在安全隐患，安全监管工作仍然存有薄弱环节，安全生产形势仍然十分严峻。主要表现在：一是煤矿、烟花爆竹非法生产现象仍然存在，个别地方还存在蔓延的趋势，烟花爆竹发下手工现象屡禁不止，违规使用氯酸钾的情况时有发生。二是安全生产意识不强。有些地方特别是少数企业还存在只注重生产、不重视安全的现象。三是安全投入不足，不仅是企业投入不足，有些地方政府安全监管资金也不足。四是乡镇安全监管仍然是薄弱环节，人员和资金仍不能足额到位。五是工业园区安全事故呈上升趋势。六是多数地方安全生产监督执法人员素质有待提高，监管手段和方式有待改善。七是道路交通安全防控能力较弱，交通事故频频出现。为什么今年头一个月就出现事故反弹的趋势？我认为，主要是因为我们存在三种不良的思想倾向：一是有自满的思想。近年来，安全生产工作取得了显著进步，不管是人员伤亡数量、还是事故起数，都呈下降趋势。有的同志骄傲自满的思想在滋长，抓安全的力度在减弱，作风没有以前实，检查没有以前细，监管没有以前严。二是有厌战的情绪。安全生产天天讲、天天抓，会议多、文件多，有些同志产生了厌烦情绪，对工作应付了事，不抓落实。三是有侥幸的心理。总认为自己抓得很紧了，工作都到位了，不会出什么问题，既便出问题，也不一定会出在我的辖区内。如果这些倾向得不到纠正，就会酿成后患，今年元月份发生多起事故就是有力的印证。

　　二、坚决落实过硬措施，迅速开展安全生产专项整治行动

　当前，各级各部门要按照党中央、国务院和省委、省政府对

　安全生产工作的要求，对照人民群众对安全稳定的期盼，针对安全生产的薄弱环节、可能发生的事故苗头以及存在的突出问题，在近期内对煤矿、烟花爆竹、公共聚集场所消防、道路交通和水上交通、食品饮食等重点领域、重点部位全面开展一次安全专项整治行动，主要突出以下几个重点：

　　第一，切实加强煤矿安全监管。要突出抓好省里规定的6类矿井停产整顿工作，由相关职能部门暂扣有关证照，指出停产整顿原因，明确整改期限。对逾期未整改或经整改验收仍然不合格，以及在停产整顿期间擅自从事生产的矿井，不能心慈手软，必须实行关闭。要切实加大煤矿瓦斯监控力度，认真落实“四位一体”防突措施，搞好“一通三防”重特大安全隐患跟踪排查，进一步完善矿井和采区通风系统，坚决落实瓦斯超限断电制度。现在丰城、高安、袁州三个主要产煤县瓦斯监控系统都已安装到位，在煤矿生产的黄金期必须引起高度重视，利用瓦斯远程监控系统，加强对煤矿企业瓦斯的实时监控。要严密关注煤矿非法生产情况，袁州区对慈化镇煤矿非法生产要拿出过硬举措，防止死灰复燃。同时，还要认真落完善防水、防火、防顶板坍塌措施，确保煤矿安全万无一失。

　　第二、切实加强烟花爆竹安全监管。针对烟花爆竹生产正处于销售旺季的特点，要以“五查、六严”为手段，强化安全监管，坚决查处改变工房用途、擅自改扩建工房、一厂多线生产、超核定品种生产等情况。进一步规范生产、流通、销售、原材料以及产品储存等各个环节的安全措施，严厉查处违法违规行为。采取切实可行的措施，严厉打击烟花爆竹非法生产，进一步明确打非主体，严格责任追究，防止非法生产抬头，对因非法生产引发事故的地方要严厉追究业主、相关部门和当地政府的责任。

　　第三，切实加强道路交通安全监管。各级公安交警部门要加强路面的巡查监控，最大限度地把警力投入到路面，加大巡逻和执法力度。宜春中心城区的交通秩序由市交警部门维护好，不能出现严重堵车现象，更不能发生交通事故。同时，要抓好国省道的交通安全，320国道、105国道、清萍公路要实行24小时巡逻与监控。对客运驾驶员要进行必要的提醒，对影响公路行车安全的无证驾驶、疲劳驾驶、酒后驾车、超速、超载、违章超车等严重交通违章行为，要予以严厉查处。特别是要把客车超载、超速作为打击的重点，严格按照《全市道路交通秩序和交通安全整治工作方案》的规定进行处罚，切实形成对客运车辆驾驶员交通违法行为的严管态势。在抓好国省道主干线交通安全的同时，要继续加强县乡道交通安全秩序治理，统筹调配警力，动员沿线乡镇以及派出所等，积极参与县乡道路的交通安全管理。对货运农用车、农用三轮车、拖拉机、三轮摩托车等非客运车辆违法载客行为，要依法予以严厉打击，该吊扣执照的要坚决吊扣，该扣车的要坚决扣车，该切割报废的要坚决切割报废。

　　第四、切实加强食品安全监管。食品安全协调领导小组办公室要组织食品药品监管、农业、质监、工商、卫生、粮食和商管办等食品安全综合监管的7个部门，在近期内开展一次食品安全的联合执法行动。加强对生产、流通、销售各个环节的监管，对商场、农贸市场、超市、饭店、宾馆酒店、食堂、娱乐场所等重要部位进行严格检查，严厉打击销售假冒伪劣食品的行为，确保广大消费者的食品安全。学生食堂和民工食堂伙食标准低、进货渠道乱、食用人数多，一旦出事都容易酿成重特大事故，希望各级各部门要督促大专院校和中小学的领导、各建筑工地的项目法人引起高度重视，认真对待，加强检测，严把食品准入关。教育局、卫生局和各建设工地的主管部门都要履行好相关的监管职责。

　　一是在落实制度上要严。现在，从中央到地方安全法规和管理制度都比较健全，我市在煤矿、花炮、食品、消防、运输等方面都出台了不少切合实际的规定和制度，能否发挥作用，关键是看在落实上严不严。落实规定和制度就是要抓好操作，没有操作就谈不上抓好落实，必须逐条逐项操作到位，否则，规定和制度就形同虚设，成了一纸空文。
