　 “密切联系群众,从群群众中来,到群众中去,走群群众路线”是我们党的优良传传统。建立党员联系和服务群群众的长效机制，对于推进我我县基层服务型党组织建设具具有积极意义。然而，由于受受生产条件、生活环境、文化化程度等因素的影响，在农村村党员中存在着作用发挥难的的问题，值得我们思考和探索索。为进一步加强我县党员联联系和服务群众工作，查找存存在的问题及原因，寻求解决决问题的对策和措施，我们深深入基层农村，对当前农村党党员队伍作用发挥现状进行了了深入调查，对存在的问题及及原因进行了认真分析，并提提出了建立农村党员作用发挥挥长效机制的方法和途径。

　近年来，我县农村基层党员员队伍总体规模稳步壮大。目目前，全县现有农村基层党组组织374个，有农村党员88350名，其中妇女党员9947名，占113％。具体体结构为：

　文化结构：大专专以上文化程度的341人，，占41％；高中以上的15555人，占186％；初中中以及下的6454人，占7773％。

　年龄结构：355岁以下的1086人，占113％；36－54岁的31190 人，占382％；555—59岁的1041人，，占125％；60岁以上33033人，占363％。

　入党时间：1949年建国前前入党的94人，占11％；；1949年10月—19666年4月入党的799人，，占96％；1966年5月月—1978年12月入党的的1756人，占21％；11979年1月—xxxx22年10月入党的3754人人，占45％；xxxx2年年11月及以后入党的19447人，占233％。

　通过过调查，从整体上看，农村党党员在联系和服务群众中，在在职党员比无职党员作用发挥挥好，致富能力强的党员比贫贫困党员作用发挥好，年轻党党员比老党员作用发挥好。

　综合调查情况，当前农村党党员作用发挥中存在的问题主主要表现在以下四个方面：

　从主观意识上看，一些农村党党员联系服务群众“不主动””。调查中，农村党员联系服服务群众主要靠基层党组织组组织开展活动的占到70%以以上，靠群众要求的占20%%左右，自觉主动联系服务群群众的不到10%。随着经济济社会的发展，农村党员价值值取向趋于多元化，少数党员员政治热情下降，理想信念淡淡薄，服务意识不强，还有的的党员把自己等同于一般群众众，不愿亮出党员身份，不愿愿践行党的宗旨。

　主要原因因：一是党员的思想教育效果果不明显。部分农村党组织学学习制度坚持不够好，思想教教育形式较为单一，内容较为为空洞枯燥，对新形势下党员员的思想动态把握不准，教育育针对性不强，党员参与积极极性不高。二是少数农村党员员入党动机不纯。座谈中有村村党组织负责人反映，有的党党员在入党初期表现很好，过过一段时间由于捞不到什么便便宜，积极性便迅速减退。调调查中，36%的党员入党是是为了个人进步。还有部分农农村党员讲实惠、讲回报多，，讲党性、讲奉献少，有的村村召开党员会要管吃管喝，有有的还要付工资，一次不给，，下次开会人就少了。二是党党员的主体地位保障不到位。。部分农村干部处理事情方法法简单，不尊重党员群众的民民主权利，不注重听取党员群群众意见。有的农村党组织只只强调党员义务，不注重党员员应有的权利，挫伤了党员的的积极性和主动性，党员的知知情权、参与权和监督权没有有得到保障。也有部分党员对对自己的权利义务认识模糊，，对村里事务不热心、不关注注，参与程度很低，个别党员员因为个人利益未得到满足，，不仅对党组织决策决议不支支持，还发牢骚，起负面作用用。

　从结构素质上看，一些些农村党员联系服务群众“无无能力”。调查中，农村党员员特别是农村无职、无岗党员员存在年龄偏大、学历偏低、、能力偏弱的“三偏”现象，，全县60岁以上农村党员占占363％，初中以下文化化层次的占773％。

　一部部分农村党员事实上已经成为为新形势下的“落伍者”，无无力争先，也无法带头致富。。

　主要原因：一是农村党员员队伍结构不合理。部分农村村党组织在发展党员中存在视视野不宽、把关不严等现象，，有的村干部思想狭隘，怕怕丢“位子”，不想也不愿意意培养优秀年轻人，有的存在在家族势力影响，发展党员““近亲繁殖”。而且我们调查查的村80%以上的年轻人都都外出打工，没有年轻人，发发展年轻党员便成为无源之水水。有的在村里的年轻人看到到村干部干活多、报酬低，产产生“入党吃亏”、“入党无无用”思想，造成农村党员队队伍整体结构不优。二是农村村党员教育培训不到位。针对对农村党员的培训资源相对分分散，没有形成聚集效应，有有的村党员甚至几年都得不到到一次系统的学习培训。培训训内容多以党员思想政治教育育为主，科技知识、农村实用用技术培训相对较少，培训方方式相对单一，缺乏吸引力。。调查中，有53%的党员从从来没有参加过技术培训，部部分党员没有种、养、加工等等方面的专业技术，发家致富富的本领不强。党员掌握信息息、获取知识机会不多、渠道道不畅。三是党员自身能力不不强。调查中，农村党员近880%是初中及以下学历，特特别是60岁以上的老党员绝绝大多数只有小学文化，有的的甚至目不识丁，在填写调查查问卷时都显的十分费力。除除少数年轻党员外，多数农村村党员不会使用电脑、不会驾驾驶车辆，面对发展变化的新新形势、新要求，显得茫然无无措，对发展特色产业无信心心、无举措，自身得不到发展展，更谈不上联系服务群众。。

　从活动载体上看，一些农农村党员联系服务群众“无平平台”。调查中，认为农村党党员开展活动中存在的主要问问题是缺乏有效活动载体的占占58%。部分农村党员有发发挥作用的意愿，但缺乏有效效的组织和有效的活动载体，，不知道干什么、怎么干。

　主要原因：一是活动组织较困困难。在较大的村，多数年轻轻党员长年外出务工，在村上上的多数是年龄大的党员和无无一技之长的党员，党组织也也是在“七一”和年底等时机机，才能组织党员集中开会学学习，平时集中开展活动也不不经常。在东部小村，除外出出务工的外，在家的都老党员员且居住分散，人员难集中，，时间难统一，组织党员开展展活动较困难。二是活动缺乏乏吸引力。目前农村党组织组组织开展的活动单一，内容不不丰富，缺乏针对性，党员参参与积极性不高。一些村党组组织没有开展设岗定责等有效效的活动形式，一般党员缺乏乏发挥作用的平台。三是活动动场所得不到有效利用。从座座谈情况看，有部分党员反映映村活动阵地建得确实好，但但平时很少搞活动，有的阵地地外观漂亮，室内却是布满一一层灰尘，垃圾遍地，更不用用说是经常开会、上党课了。。从农村党员服务点建设摸底底情况来看，还有部分村级活活动阵地破旧，党员缺乏活动动场所，开会轮流在村干部家家，党组织的战斗力和凝聚力力减弱。

　从机制建设上看，，一些农村党员联系服务群众众“无保障”。调查中，当前前农村党员联系服务群众的制制度办法还没有健全完善起来来，而且多数农村缺乏必要的的活动经费保障，对党员管理理不够到位。

　主要原因：一一是村级组织自身造血功能较较弱。我县是山区农业县，贫贫困面较大，多数农村是纯农农业村，村集体无经济收入，，开展活动经费不足，一些基基层党组织只能靠“化缘”搞搞活动。二是对党员作用发挥挥重视不够。在强调以经济建建设为中心下，多数农村党组组织把大部分精力放在了抓项项目争取、搞基础设施和其他他农村社会事务上，把党建工工作作为了“副业”，党组织织负责人抓党建工作的力度不不大，措施不多，成效不明。。

　三是管理监督制度不健全全。虽然每个村都建有党员管管理制度，也探索了设岗定责责、党员承诺等发挥党员作用用的好办法，但还存在“挂在在墙上，说在嘴上、写在纸上上”的情况，真正落到实处并并不多。

　针对当前农村党员员队伍作用发挥中出现的新情情况、新问题，必须以改革革和创新的精神，积极探索新新思路，思考新办法，妥善加以解决。

　强化“一主体体”，调动农村党员联系服务务群众的内生动力。要加强教教育，强化党员主体意识。坚坚持分类办班和按需施教的原原则，分层次、多形式，有针针对性地开展党员经常性的思思想教育。可在农村开展支部部书记讲一次党课、领导干部部作一次形势报告、党员观看看一次优秀红色影视剧、组织织一次“入党为什么，党员做做什么”的大讨论、党员撰写写一份党性分析材料等“五个个一”集中党性教育活动，进进一步强化党员的主体意识。。

　实施“两工程”，提升升农村党员联系服务群众的能能力素质。一是实施队伍结构构优化工程。在发展党员观念念上，变“等上门”为“领进进门”，把培养教育工作做在在递交入党申请书之前，强化化结对联系和跟踪培养，鼓励励和引导年青同志及早向党组组织递交申请。要突出“三个个倾斜”：即：向非党村委干干部特别是村委主任倾斜；向向农村妇女和大学生村官倾斜斜；向致富能手、复退军人、、回乡大中专毕业生和有一定定技能的优秀农村青年倾斜。。注重发展有文化、有一技之之长、能带头致富并带领群众众共同致富的农村优秀分子入入党，提高发展党员质量，优优化党员队伍结构。二是实施施能力素质培训工程。要充分分整合资源，依托县乡党校、、杨村乡村干部学校以及“一一堂二校三网四基地”党员干干部教育培训网络和陵川党建建网、《行巅先锋》电视专栏栏、党建手机周报“三位一体体”党员学习交流平台，通过过请进来讲、走出去训、送下下去教、网络上学等途径，拓拓宽党员能力素质提升渠道。。同时，依托特色产业开展技技能培训；依托农技员、土专专家开设农家课堂；鼓励支持持党员在农业龙头企业接受培培训；利用村级阵地适时开展展种、养、加工等技术培训；；利用农村远程教育设施开展展自主选学；组织农村党员干干部外出学习考察，引导农村村党员学习实用技术，提升致致富能力。

　开展“三创新””，建立农村党员联系服务务群众的有效载体。一是创新新开展“联户帮带”活动。积积极构建县、乡、村三级服务务

　健全“四制度”，构建农农村党员联系服务群众的长效效机制。一是健全党员联系服服务群众管理机制。把党员联联系和服务群众工作纳入党建建工作责任制，作为党建工作作述职、评议、考核和党务公公开的重要内容，以信息征集集、公开承诺、动态积分、考考核激励为主要内容，健全完完善服务需求征集制度、志愿愿服务申报制度、党员服务联联系制度、党员服务积分制度度、量化积分考评制度等长效效机制，规范服务行为，提高高服务效率，确保党员服务群群众规范化、常态化。二是健健全党员联系服务群众考评机机制。对党员志愿服务进行动动态积分管理，根据党员个人人意愿和服务特长，建立党员员志愿者服务档案，实行志愿愿服务项目申报制，认领至少少一个奉献岗位，联系至少一一户困难党员或群众，每年开开展一次公开承诺，每季进行行一次打分评议，年终结合党党员群众评议，党组织作出客客观评价，考核结果作为党员员星级化管理的重要依据。三三是健全党员联系服务群众保保障机制。积极创新基层党组组织设置，采取村村联建、村村企联建、村社联建、城乡联联建等模式，因地制宜、优势势互补、联创联建，把党组织织服务延伸到全县每一个角落落。大力发展集体经济，加强强村级活动阵地建设，为党员员开展各项服务活动提供良好好条件。四是健全农村党员关关怀激励机制。从思想上关怀怀，在走访、接访中开展经常常性谈心谈话，了解农村党员员的所思所想所盼，及时传递递市场信息、传授致富技术、、倾听意见建议、解决实际困困难。从行动上帮扶，建立困困难党员帮扶机制，广泛开展展党员互帮互助活动，引导机机关干部与农村贫困党员结成成联户帮扶“亲戚”，为困难难党员提供致富信息、产业政政策、技术支持等帮助，提高高党员脱贫致富的信心和能力力，真正让更多的农村贫困党党员感受到组织的温暖。
