2016年村委会换届选举党支部书记述职报告

　　各位领导、同志们：大家好！

　　三年来，在乡党委、政府的正确领导下，我认真贯彻落实区、乡党建责任制目标要求，立足我村实际，以同步小康驻村工作组的指导为后盾，团结带领全村广大党员干部群众务实进取、扎实工作，提升了党建工作水平，确保了全村各项工作顺利推进。下面，我代表长坡村党支部就三年来的工作开展情况作如下述职汇报：

　　一、抓组织建设，筑牢农村基层战斗堡垒

　　（一）加强学习教育，提高党员干部整体素质。

　　一是加强政治理论学习。充分利用远程教育开展好“两个定期”的学习，组织党员干部学习党章、习近平总书记系列重要讲话精神、党的十八届三中、四中全会精神、省委十一届四次、五次全会、市委九届四次全会、区委九届六次全会精神以及省、市、区有关重大决策部署。二是加强党员的教育管理。坚持“三会一课”制度，认真落实民主生活制度和党员评议制度，定期召开民主生活会，开展批评和自我批评，对党员进行民主评议，对不合格党员要进行处理。三是增强村干学习业务知识、经济知识的自觉性，不断增强创业带富的能力。

　　（二）加强班子建设，提升党支部的凝聚力和战斗力。

　　一是配班子、强队伍。自上届换届选举以来，由于原2名支委委员常年在外务工，不能很好履行职责而提出辞职申请，经乡党委研究同意后，我们于去年7月份以民主推荐的方式，推荐出2名在村委会任职且工作能力强的党员作为支委委员，配齐了支委班子。二是加强班子成员之间的沟通。村两委班子通过经常开展交心谈心，做到有话当面讲，有事当面说，有误会的消除隔阂；在工作上互相支持、互相配合、互相理解、互相包容。三是加强后备干部的培养。按照“控制总量、优化结构、提高质量、发挥作用”要求认真做好党员发展工作，这一届，我们从本村致富能手、村干部中培养预备党员2名，入党积极分子2名。

　　（三）健全完善各项规章制度，提高党员干部的约束力

　　一是进一步完善民主生活制度、理论学习制度和村民议事制度等相关制度，搞好村两委分工，明确工作职责，细化工作量，责任到人，做到工作不扯皮、不推诿、团结协作、相互补位，进一步调动村两委班子干事的积极性和主动性，营造良好的工作氛围。二是加强村务财务管理。深入推行村务党务公开制度，按照“党员、群众想知道什么，就公开什么”的原则，坚持做到规定公开事项按季度公开、重大事项及时公开、不定事项随时公开，并由村监督委员会负责监督公开的内容，接受群众的监督。

　　（四）加强阵地建设，更好服务群众

　　一是投入7100元，完成全村村级综合楼规范化建设，完成各项制度上墙，办公室功能分区等工作。二是协调上级部门帮扶资金共10万元扩建村级办公楼，提升服务群众水平。

　　（五）整顿转化，坚决纠正软弱涣散态势

　　按照省、市、区关于对软弱涣散党组织排查的要求，长坡村被列为2015年软弱涣散党支部。在乡党委和同步小康驻村工作组的指导帮助下，我们通过查找分析，梳理出我村软弱涣散的主要问题并认真抓好整改。

　　（二）强化整顿转化工作措施。一是加强学习教育，提高党员干部整体素质；二是加强班子建设，提升党支部的凝聚力和战斗力；健全完善各项规章制度，提高党员干部的约束力；三是加强阵地建设，更好服务群众。

　　（三）确保成效。通过整改工作作风得到了进一步转变；树立了发展观念，为推动村级经济发展奠定了基础；工作的主动性进一步增强班子团结性进一步增强；切实为老百姓办理了一些实事好事。

　　二、抓经济发展，促进农民增收

　　三、抓社会事业建设，推动全村工作走向正轨

　　一是建设好村文化配套建设。积极争得文化部门的支持为我村综合楼文化小广场配备完善了健身器材，进一步抓好村远程教育农家书屋的运行，积极组织开展好丰富多彩群众文化活动，把思想道德、社会公德、职业道德、家庭美德教育贯穿到各项活动中去，引导村民移风易俗。二是抓好计划生育工作。认真按照区计生局和乡计生部门下达的各项任务，做好准生证、新生小孩登记、妇检、流动人口计生资料；结合全省计生检查工作要求认真清查我村计生工作，为省检做好充分准备；根据新时期村级的工作特点，确立计生工作应是我们每个村干部的中心工作之一，明确了村党支部书记负总责，村主任、分管村干部具体抓，实行计生工作一票否决的措施，杜绝计生工作中的人情风，谁开后门谁负责。注重协会会长和妇女主席的学习和培养，提高他们的思想素质和业务水平，分责到岗，岗位到人，使他们人人有责任感、压力感，督促他们完成好各项计划生育指标。加大计生知识宣传力度，在显要位置张贴宣传画报、悬挂宣传标语。制定计划生育村规民约，使我村的计生工作走上了正常轨道。落实计生户帮扶，为我村10户计生户争取到帮扶资金1万元。

　　四、抓社会稳定，奠定发展基石
