浅谈现代化妆品企业安全管理

化妆品企业安全管理是一门科学，政府宣导，企业的自发自律，全员参与是关键。注重实际，注重实效，强化教育培训，以人为本，通过有效推行7S及目标化管理方式，实现“全员、全方位、全过程、全天候”的安全管理模式。

引言：
化妆品企业安全管理是一门科学，应纳入现代企业管理中作为一项非常重要的日常事务展开，从政策导向性、企业管理资源配置科学性、全员安全意识普及性、危机管理应急预案实操性等进行综合管理。真正做到“上政下行，全员共管，三级联动，共创安全”的工作目标！
中国化妆品行业从改革开放发展至今，虽然行业经济规模总量及数量每年都以近两位数增长。但是，民族企业的生产加工价值或品牌价值中很难看到将企业安全价值体现在管理成本中。相反，在我们深入了解的日本、欧美等化妆品企业，无论新旧或规模大小企业均视安全管理为企业的生命之本。从政府联动、法规收集、专职专责目标化考核、全员参与共建共管机制的策划等均在企业经营管理中进行系统规划和有效推动。
目前在化妆品生产企业中虽然出现较大安全事故的等级及数量相对其它重工危化品行业而言较少报到，但是部分企业主及全员安全管理意识十分薄弱,在以利润率为中心的驱动下，对企业安全资源投入及员工岗前岗中安全教育不足。导致设施设备保养、点检不到位，出现长期“带病”运行。提前“下岗”！在很多传统“人治”的企业，员工因安全教育不到位，出现人为操作不当。导致精密设备损坏报废，严重的出现员工重大伤残或致死的生产事故。出现大量工伤纠纷，影响到社会及企业长足稳定发展。
从这个意义上讲，现代企业的安全管理，是一项系统而科学的管理学问。事实证明，传统管理模式已经不适应时代要求，现在需要应用科学的现代企业安全管理方式，不断提高安全管理水平，真正把安全管理工作做好。
正文：
我们根据在国外学习知名化妆品企业安全管理经验及结合我司在企业安全管理的模式实操心得，浅淡现代化妆品企业的安全管理，希望对大家有所启示。
一、 推行现代企业安全管理的必要性
（一）政策宣导，建立科学的安全管理细则、运作准入门槛，研究建立科学规范的企业安全管理机制，督导企业管理将安全管理纳入工作目标，运用科学的管理方式提高安全管理工作水平。
1、从政府、政策的推行讲，深入工厂调研总结，分类分级制定相应安全管理细则，建立安全管理信用评级数据库。重“两头”，轻“过程”！
安全管理包含内容很丰富，可以说现代企业安全管理内容包括到企业运行中人员、机器设施、物料、作业方法、环境、能源供给等方面全过程管理。这个“过程”管理，我认为是一个现化企业管理者必须自我规范、自我提升、自管自纠的过程。它的安全管理政府层面要“轻”管；企业要“重”抓。如果没有自发过程管理，无论政府及法规的力量多大，只能是治标不治本。因此，重“前头”就是通过建立科学的安全管理实施细则、运作准入门槛，是必要的手段。通过深入下访调研宣教，建立政府、企业、员工三级联动管理，提高企业全员安全管理意识是必要的补充手段。重“后头”就是要对于企业发生的安全事故，建立相应处置及危机管理预案，纳入安全管理信用评级数据库中。对于安全管理“自治”良好的企业要通报加奖、宣教、税收政策进行巩固。
2、从管理意识上强化“预防为先，安全管理也是生产力”的现代化管理理念。
以往安全管理工作大多采用传统安全管理模式，与现代化科学管理方法相比存在明显不足。传统安全管理工作的着眼点主要放在系统运行阶段，一般是事故发生了，调查事故发生的原因，根据调查结果修正系统，这种模式称为“事后处理”模式。由于存在许多弊端，致使事故不断发生。而科学化安全管理工作的着眼点是预先对危险进行识别、分析和控制，变“事后处理”为“事先控制”，预防为主，关口前移，防患于未然。
安全管理虽然是极其艰巨的一项工作，但是，只要坚持用“预防为先，安全管理也是生产力”的企业管理思想，不断研究探讨和把握化妆品企业安全管理的规律，就能掌握安全管理关键要素。通过对各种潜在安全隐患建立相应预防机制，通过成立相应安全组织，建立专职专责安全管理人员，全面点检、自查自纠。建立目标考核机制，将企业安全管理纳入最高管理者工作成效一票否决的关键指标。从员工入职岗前安全教育到上岗后技能与安全考核等都通过有效的日常运行机制建立起来。强化“向安全管理要效率，人人争当安全能手”。
二、我司安全科学管理的基本内容（经验分享）
1、全面贯彻落实安全法律法规和规章制度，筹建SHC安全健康委员会，通过“7S”推行活动及“三级督查”制度实现安全管理“事事有人管，人人管好事”的工作目标。
在企业创建之初，公司总体管理系统模块中，就将企业安全管理摆在最高位置，成立SHC(Safety&Health Commission）。建立相应《安全管理制度》及《各种灾害应急预案》。在SHC内部组织中成立每天各部长指定各区域责任人点检；每周安全主任复检、督查；每月SHC展开一次内部安全例会，每季度进行一次安全大检查及评比总结活动。考虑资源利用最大化及推行的有效性，我们在日本“5S”推行基础上，增加“2S”(即：安全-Safety,节约-Save)，按上述总体要求在“7S”推行委员会的作用下，共同展开这项工作。
为了有效保证全员参与安全管理每个细节，我们从人员、机器设施、物料、作业方法、环境、能源供给等方面进行全过程安全管理。经验分享如下：
人员：每位新人职员工都要在入职前接受公司为期2天教育培训（含安全）。从公司规章制度、企业文化、公司ISO22716&GMPC系统管理、礼仪及员工素养、安全教育等；并通过考核，通过后方可进入部门进行二级在岗培训（岗要要求、岗位技能、操作安全防护与危机管理等）。
机器设施：每个新购入的重大设施设备均要严格执行安全检查后，移交至相应部门，根据等级及类别建立区域责任看板管理，对于重大设施（如水、电、汽区域设施设备、乳化灌装包装机）由专职安全责任人持证上岗操作。建立相应点检卡于现场。通过“三级督查，三级考核”的方式，直接与工资绩效挂钩。
物料：所有购入物料（原料、辅料）均要做根据物料特性进行科学识别、分类分级储存保管，做到定点定位定量摆放。公司内严禁吸烟、明火使用。对于工程动工使用明火或潜在危险性操作均需按相应文件管理规定执行。对于危险化学品申购、储存、使用、回收均严格按公司相应危化品管理规定进行展开。
作业方法：对于作业中任何操作标准（SOP），公司按ISO9001、ISO22716&GMPC(US)要求，均建立相应作业方法（如：技术执行标准-STP、卫生操作标准-SSOP、作业操作标准-SOP、作业岗位管理规定-SMP），从作业法规依据、卫生-清洗消毒、标准操作指引、操作规范管理等角度，强化人、机、物的三者有效融合。
环境：我们引入ISO14001的基本要求，对于“过程”活动中的环境影响因素进行识别评价，从消耗的水、电、汽资源入手，通过对各个工序活动对环境影响所产生的“三废”进行有效管理和再利用。通过“7S”推行评比活动，量化目标，考核到人。
能源供给：根据我司化妆品生产的特点，如：以自来水为水源，通过二级RO膜+EDI循环制水系统，实现纯化水生产并作为化妆品中主要原料之一。其水质均符合国家SFDA及内控用水标准，确保安全有效。采用生物燃料供热制备蒸汽、三级过滤压缩空气（无水无油）提供安全卫生压缩气源；初/中/高三级高效中央空调系统提供生产环境所需的温湿度；能源供给安全方面，均建立专人点检，季度检修，备品备件的日常管理机制。
其它：公司建立厂区及各区域电子眼、烟感联动网络监控报警系统及反恐预案。对于每个点的安全事故，通过在线现场监控第一时间联动。平时组织员工进行相应安全应急模拟演练，通过系统联控、全员参与，实现有效安全管理。
2．追求“设计、制程两个零缺陷”安全管理作为我们工作的最高目标.
通俗地讲，“设计安全”就是指设备或装置在设计阶段，充分考虑到其运行时可能发生的事故和存在的不安全因素，在设计阶段通过设计手段消除存在的不安全因素，在使用过程中即使操作者发生操作或使用错误，由于设备或装置本身存在的安全性能不会导致事故的发生。由此可见，“设计安全”是科学的体现，是实现安全生产的有力保证，是安全管理工作追求的最高目标。
对于每个设备或装置在设计输出阶段的技术评审工作，我们建立相应验收、上机测试、培训上岗、使用维护及点检保养规定。确认从源头上预防，在制程中分析总结，达到最佳运行状态，通过安全管理，间接节约成本。
通过建立长效的设备或装置运行记录点检跟踪分析表，预测、评价和控制危险。预测的方法很多，有定性的，也有定量的。实际中常见的有：
（1） 危险性预先分析
它是把分析工作做在行动之前，避免考虑不周造成损失。将点检及修维结果进行分析总结，提出预防性的应对措施，并进行必要的验证。为常用法。
（2）安全检查表
它主要是根据法律法规、标准、规范、制度，事先制定要检查的内容，做到有的放矢，避免随意性，减少漏项。做到“一机一卡”，动态管理。为常用法。
（3）故障模式及影响分析
它主要是分析系统或各个组成部分，查出可能发生的故障及影响，从而制定预防措施，提高安全可靠性。这个工具通常在复杂系统或多因素时采用。
（4）事故树分析
它主要是表示导致灾害事故的各种因素之间的因果及逻辑关系图，根据事故发生的概率，制定相应安全措施。这个工具重点针对关键要因及重大安全陷患采用的一种预案，目前我司均已建立相应预案，展开模拟演练，为常用法。
（5）事件树分析
它是从初始事故出发考察由此引起的不同事件，找出最严重的后果，制定相应措施，提高安全可靠性。
这个是事前逻辑法预案，对于化妆品企业实用性不是特别明显，此工具较适合重工类危化企业，不常用。
（6）安全评价
安全评价以事故预测为基础，通过分析掌握系统中薄弱环节和潜在危险，从而制定控制措施。这个安全评价在SHC的季度总结会中作为最重要的工具，是引导企业持续改进安全管理状况，很重要的工具之一。为常用。
三、总结
1、注重实际，注重实效，强化教育培训
安全管理工作搞不好，往往在于认识不到位。现代安全管理要求的基础就是正确认识安全管理。首先要提高对安全教育的认识，真正把安全教育摆到重点位置。既要通过安全培训、常规性安全教育，又要充分发挥安全会议、安全讨论、安全活动、厂报、黑板报的作用，全面强化安全工作，创造良好的安全生产氛围。
在安全教育的形式和内容上要丰富多彩，推陈出新，使安全教育具有知识性、趣味性，寓教于乐，广大职工在参与活动中受到教育和熏陶，在潜移默化中强化安全意识，逐步形成“人人讲安全，事事讲安全，时时讲安全”的氛围。使广大职工逐步实现从“要我安全”到“我要安全”的思想跨跃，并通过切合实际的安全知识和安全技能的培训进一步升华到“我会安全”的境界。坚持预防为主，先期治理，确保防范措施到位。
2、安全管理要以人为本
在现代管理哲学中，人是管理之本。管理的主体是人，客体也是人，管理的动力和最终目标还是人。在安全生产系统中，人的素质（心理与生理、安全能力、文化素质）是占主导地位的，人的行为贯穿作业过程的每一个环节。因此，在安全管理过程中，企业必须尊重人、关心人、激励人、以人为本。马克思说过：人们追求的一切，都同他们的利益有关。职工工作积极性的调动，要求管理者深入理解职工的内在需求，并予以适当满足，从而刺激工作热情、激发创造力。因此，在企业安全管理中引入多种激励机制，成为安全管理的重要举措。
目前，多数企业安全管理采取的是负激励即违章罚款，虽然有激励效果，但效果不佳。因此，企业要注意多运用正激励。一方面可以根据各级安全责任制，对完成情况好的集体和个人进行物质和精神奖励，数额必须大或较大；另一方面，可以评选安全标兵，从管理层到基层都要有代表，满足个人的荣誉感，体现“全方位”管理。
3、实现“全员、全方位、全过程、全天候”的安全管理模式
现代安全管理的另一重要特征，是强调系统的安全管理。这就要从某一组织的整体出发，把管理重点放在整体效应上，实行全员、全过程、全方位、全天候的安全管理，使企业达到最佳安全状态。
安全工作不是某一部门或某位领导的事，是各个部门、全体职工共同的工作，哪一个部门、哪一个职工出了问题，发生了事故都会影响一个企业生产力发展。因此，安全工作是全员的。
一个企业由多个部门组成，这些部门共同维系着安全生产。在生产过程中，危险性是客观存在的，各个部门都有承担安全责任生产的责任，都要考虑其安全问题，进行安全管理。安全管理强调“横向到边，纵向到底”，这是一个科学的理念，它强调安全管理应该上全方位的。
系统安全的基本原则是，从一个新系统的规划、设计阶段起，就要开始安全工作，并且要一直贯穿于整个系统寿命期间内，直到报废为止。在特定组织实施管理活动的全过程中都要进行安全管理，检查、监测、识别、评价并控制可能出现的事故隐患。因此，安全工作是全过程的。
安全管理工作必须常抓不懈、警钟长鸣，不可断断续续、时紧时松。安全工作只有起点，没有终点。这一思想体现了安全工作必须是全天候的。
4、实施安全目标管理
随着安全管理工作的不断进步，安全管理由定性逐渐走向定量，先进管理经验和方法得以迅速推广。目标管理应用于安全管理方面，称之为安全目标管理。它是生产企业确定在一定时期内应该达到的安全总目标，分解展开、落实措施、严格考核，通过组织内部自我控制达到安全目的的一种安全管理方法。它以总的安全管理目标为基础，逐级向下分解，使各级安全目标明确、具体，各方面关系协调、一致，把全体成员都科学地组织在目标体系之内，使每个人都明确自己在目标体系中所占的地位和作用，通过每个人的积极努力来实现特定组织的安全目标。
制定安全管理目标要有广大员工参与，领导与员工共同商定切实可行的工作目标。安全目标要具体，根据实际情况可以设置若干个，例如事故发生率指标，伤害严重指标，事故损失指标或安全技术措施项目完成率等。但是，目标不宜太多，以免力量过于分散。应将重点工作首先列入目标，并将各项目标按其重要性分成等级或序列。各项目标应能数量化，以便考核和衡量。
安全目标管理可以发挥每个人的力量，提高整个组织的安全工作管理绩效；可以增强管理组织的应变能力；可以提高各级管理人员的领导能力；可以促进组织内成员素质的提高；可以促进企业自身的长远发展。
5、建立安全管理信息系统平台
安全管理信息系统，主要包括对信息的收集、录入，信息的存贮，信息的传输，信息的加工和信息的输出5个方面。它把现代化信息工具——电子计算机、数据通信设备及技术引进管理部门，通过通信网络把不同地域的信息处理中心联结起来，实现资源共享，加速信息的周转，为管理者的决策及时提供准确、可靠的依据。
在实际生产中，每天获取的信息量非常大，这些信息都是需要及时处理和综合分析、判断，靠人是很难在短时间内完成这些工作的，这就需要应用计算机建立管理系统平台。因此，安全管理信息系统在企业管理工作的应用具有现实意义，应用前景广阔。
简单地说，该系统就是通过建立以安全部门（安全管理危机管理信息平台）为信息处理中心，各危险岗位和各专业部门为终端的安全管理信息系统网络，从而由安全信息反馈来推进对隐患的不断检查、整改和监控，形成闭环管理。此系统解决了目前企业安全管理中普遍存在的关键问题——安全信息缺乏，信息传递渠道不畅通，反馈不及时，危险信息不能及时得到处理等。因此，对企业向本质安全管理方面发展，具有十分重要的现实意义。
企业安全管理是一项非常复杂的系统工程，我们必须运用科学管理的管理手段、管理方法，提高全员的安全执行力，只有这样，才能真正使安全管理水平上一个新台阶。
希望每个企业根据自身的状况，制定出一套行之有效的科学安全管理方法，真正实现全员参与，从横到边，从纵到底，落实到每一个细节。
